DEVELOPMENT OF ROAD WINTER MAINTENANCE

This paper describes the Latvian public road network and how the Latvian Road Administration is responsible for the state roads. The Ministry of Transport and the Administration are a non-profit state- owned joint stock company having a contract for managing the state roads, supervising municipal roads, and administering the State Road Fund. The role of the Road Administration is to set the policy and standards, to planning financial resources and to manage the realization of the road maintenance program. All periodic and routine maintenance operations are contracted out. More than twenty specialized private contractors participate in the pavement and bridge reconstruction and periodic maintenance. Four of the main state owned maintenance joint stock companies are the main routine works contractors. On the way to an efficient road winter maintenance system, the Latvian Road Administration has met a number of obstacles, such as insufficient funding, lack of modern technologies, equipment and education. It is very important to define the winter service levels in accordance with traffic, road hierarchy, possible financing and social needs because the contractors capacity and resources are insufficient to provide immediate care of every road in unpredictable winter weather.
