WINTER SERVICE ORGANIZATION MEANT TO ENSURE ROAD TRAFFIC ON PUBLIC HIGHWAYS IN ROMANIA
The winter season in Romania lasts for over four months. During this time, the traffic becomes more difficult because of the snow and the glazed frost. For this reason, road managers have a tough job in organizing winter activities with regards to the following: (1) The instructions and technical assurance for the winter activity implementation at each organizational level (local, regional, national); (2) The roads network preparation for the winter season; (3) The necessary resources preparation for the traffic assurance during the winter season, (staff, materials, equipment) and (4) Maintenance units activity organization and effective leadership for the demanded levels of activity assurance. During the winter season, the costs of transports can be affected in a positive or a negative manner depending on the quality of activity performed by public roads management units. This paper details the above points and other aspects related to technologies and materials used in the struggle against meteorological phenomena during the winter season.
