COST-EFFECTIVENESS AND SAFETY: CURRENT PRACTICES AND NEEDED IMPROVEMENTS
The objective of this paper is to identify and evaluate the limitations of current cost-effectiveness analysis practices in meeting the planning and programming needs of highway agencies. For each major type of limitation or deficiency in current technique or practice, an analysis is to be made of the need for and type of development necessary in order to permit highway agencies to fully and effectively make cost-effectiveness evaluations of highway accident countermeasures in planning and programming highway safety improvement programs. Chapter II discusses previous studies of accident countermeasures and the method of analysis and type of data used. Chapter III contains a discussion of practices of state and local highway agencies. The types of information used, cost-effectiveness methods, and dynamic programming are examined. Chapter IV focuses on specific sub-models of these techniques. Aspects that are discussed include: methods of identifying accident locations; methods of estimating countermeasure effectiveness; ways of considering countermeasure interaction; methods of calculating accident costs and other benefits; and, methods for estimating countermeasure costs.
