IMPROVING PROSPECTS FOR PEDESTRIAN SAFETY
This article describes how the streets of the nation's cities and suburbs have become an alarming source of pedestrian injury and death. Just as the laws of society must protect human rights, the planning and regulations of street and traffic flows are designed to protect human life. Pedestrian safety has often been regarded as an individual responsibility and it can no longer treated this way. The toll of pedestrian accidents is a matter that should concern every highway safety program manager and planner, traffic engineer, police administrator, city manager, planning commissioner-and every national and local safety organization. In carrying out their joint responsibility for administering federal programs for pedestrian safety, the National Highway Traffic Safety Administration (NHTSA) and the Federal Highway Administration (FHWA) seek to assist states, local government, researchers, and citizen groups in generating increased activity and commitment toward reducing the nation's pedestrian accident toll.
