TRANSPORT INFRASTRUCTURE: THE INVESTMENT PROBLEM. IN: ANALYTICAL TRANSPORT ECONOMICS. AN INTERNATIONAL PERSPECTIVE
This paper deals with investment in transport infrastructure (TI), both non-urban and urban. The objective is to discuss the theory and practice of investment appraisal, taking account of the actual TI development in the postwar period in Western Europe. This paper is organized in the following manner; first, the salient features of the product "TI services" are described, then the postwar development of the main type of transport infrastructure, that is, the roadwork, is briefly described. The next section discusses "classical" cost-benefit analysis of non-urban road investment, and Section 6 deals with the first necessary modification of the classical approach in the case of significant intermodal competition. The recent boom in railway investment is the main reason for taking a new look at transport infrastructure. Schematic models are outlined for both the railway investment and road investment in the long-distance, intercity travel market, where the modal split between road, rail and air is considered to be the main issue for the future. Section 7 discusses the very substantial modification of the classical model for investment appraisal is required when it comes to urban transport systems and Section 8 concludes the paper.
