ACTION STATIONS? HOW WOULD THE US COPE WITH A TRANSPORTATION DISASTER?

Transport management centres (TMCs) are being organised across the USA. They are beginning to identify the information and tools necessary to support effective emergency transportation operations (ETO). Effective ETO requires coordination with local, regional, state and federal authorities and this coordination relies on accurate information about the performance of the transportation system under various potential scenarios. The Federal Highway Administration (FHWA) examined the tools, relationships and information that TMCs have available in the event of a transport emergency. It found that ETO functions are not event-specific. The FHWA surveyed 36 TMCs on institutional relationships and how the TMCs received critical information. Most respondents identified the police and state departments of transportation as the agencies they worked with most closely. Local media and police supplied information about local emergencies. Eight TMCs reported a real-time electronic transfer of incident information. It was concluded that co-ordinated voice and data communications could improve the effectiveness of ETO.
