USER NEED RESEARCH IN PERSONAL NAVIGATION - DEVELOPMENT PROGRAMME NAVI 2000-2002

Personal navigation is service concept in which advanced mobile telecommunications enable people to find their location, destination and the products and services they need in everyday life. Personal navigation means positioning both users and services and it helps them to meet others. Personal Navigation (NAVI) programme was launched in May 2000 by the Ministry of Transport and Communications in Finland. The programme includes research, product and service development, regulation, awareness activities, education, follow-up, co-ordination and strategy work. The programme consists of the projects focusing on vertical applications, generic technologies, horizontal support projects, practical training and co-ordination. The three support projects are 1) the regulatory framework, 2) usability and ethical audit 3) service architecture and meta data. User needs study as a part of usability and ethical audit support project provides authorities, the content providers and device manufacturers with the information on the user requirements, doubts and drawbacks about personal navigation and potential market segments. In order to gain all the different aspects of user information, various different methods are used. Phone interview is used in defining the user needs in national scale representatively and in finding the most potential target market segments for Personal Navigation. Group discussions and observations are used to examine more carefully a few important market segments - user needs and user preferences in different situations and users information acquisition and behaviour in those situations.
