EUROPEAN INTEROPERABILITY IN ELECTRONIC FEE COLLECTION - THE CARDME DSRC TRANSACTION
There are 17,000 kilometers of tolled motorway in Europe, managed by toll operators in nine countries. Motorway users are offered payment services which in several countries include Electronic Fee Collection, EFC. There are two million existing EFC subscribers, representing 10% of all toll transactions where EFC is available. National interoperability, i.e. among concession areas within countries, has been achieved by adopting the same technical solution. Currently new EFC systems are being planned or introduced in several European countries, including in the Netherlands, some Nordic countries, Germany, Austria and the United Kingdom (UK). All these systems are designed primarily to meet local needs and will not necessarily be interoperable between States. The acronym CARDME stands for "Concerted Action for Research on Demand Management in Europe". The CARDME action in its several phases since 1994 has provided a platform at government level to enable discussion between European States of problems hindering the deployment of interoperable EFC systems and, with the support of a project team, of possible solutions to the problems. It is the only existing forum for such discussion, which needs to involve all European governments if success in deploying Europe-wide interoperable EFC systems is to be achieved.
