TRAFFIC ENGINEEERING PLANNING AND THE FUNCTION DESIGN OF ENFORCEMENT SYSTEM FOR ETC

Due to the advent of the era of intelligent transportation systems (ITS) management, together with progressive maturity of Electronic Toll Collection (ETC) technology, there are already several tens of countries in the world utilizing ETC systems. In addition, in Taiwan freeway, by means of intelligent card, ETC test was carried out in two toll stations in Hsu Lin and Lung Tan in November 1998. Following step-by-step research and development and test of ETC system, in the very near future, Taiwan highway toll collection system will enter a brand new century. However, in the course of testing, the high number of regulation violation cases, the never ending appeal by regulation violators and various highly dangerous illegal driving behavior at the time of passing through the toll collection area can reveal the blind spot of traffic engineering planning and design for the implementation of ETC at present stage and the way to enhance the importance of traffic safety efficiently through strengthening of the functions of traffic enforcement. However under technology standard and dispute of system adoption, this important issue was ignored. Looking into the future, following continuous increase and expansion of ETC system, the complexity of vehicle flow and interruptions will increase day by day. Correspondingly, requirements for traffic safety and traffic law execution cooperation will become more demanding. Therefore, aiming especially at related safety facilities placements, law and law executions etc., that will be encountered during execution of ETC at present in Taiwan highway, such as basis of origin of law, present condition of enforcement, traffic engineering placement, system establishment and function standard design as well as study and evaluation on various placement alternatives, this research will put all these information together and will investigate, evaluate and analyze.
