DECRIMINALISED PARKING ENFORCEMENT - TRAINING FOR THE FUTURE

The UK Traffic Management Bill will allow local authority parking attendants to enforce 'moving' traffic offences as well as parking violations. These offences include jumping red lights, infringement of yellow box junction markings, illegal U-turns and banned turns, entering restricted lines, and driving the wrong way in one-way streets. With the introduction of Decriminalised Parking Enforcement under Road Traffic Act 1991, local authorities had to introduce training for patrol staff. Private sector enforcement services have set up their own inhouse training arms and training consultancies to provide a direct training service to local authorities. Parking attendants can achieve a nationally recognised qualification, the National Vocational Qualification (NVQ) Level 2 for Parking Attendants. Training for parking staff in dealing with violence and aggression is essential. The new bill will require additional training for both parking attendants and notice processing staff.
