CONFORMING WITH ICAO SAFETY OVERSIGHT STANDARDS
Air transportation safety is an on-going concern to governments and industry. The goal of this paper is to provide a statistical analysis that examines what factors influence whether countries comply with the International Civil Aviation Organization (ICAO) safety standards. A basic econometric framework of analysis is adopted to pursue the topic. This indirecct analysis with ICAO oversight oblications provides confirmation that economic factors play a key role. Being an integrated part of the US international air transportation network through Open Skies agreements is a clear stimulus for meeting larger international safety obligations.
