CENTER CITY ENVIRONMENT AND TRANSPORTATION: LOCAL GOVERNMENT SOLUTIONS

This report shows how seven cities--Buffalo, Detroit, Houston, Los Angeles, New York, San Francisco, and Seattle are using innovations in transportation and pedestrian movement as major tools in downtown revitalization. Many of the projects are operational, others are being planned or in the early stages of development. All are designed to provide better access to and mobility within the center city areas. Since no technique works in exactly the same way in different environments, this document in intended to suggest rather than prescribe techniques. The case studies include the following: Detroit's transportation investment strategy; San Francisco's automobile management in the transportation system; Seattle's downtown fare-free zone and freeway park; Buffalo's systematic approach to downtown circulation; Houston's downtown people mover; New York's pedestrian enhancement; and, Los Angeles' integrated regional transportation. Points of contact in the cities themselves are included so that others may learn first-hand from what has already been accomplished.
