IMPROVING ACCESS IN RURAL AREAS - GUIDELINES FOR INTEGRATED RURAL ACCESSIBILITY PLANNING

The International Labour Organisation has been involved in developing a planning process for improving access in rural areas designed for application at the local government level. This process, Integrated Rural Accessibility Planning (IRAP) simultaneously seeks to improve the rural transport system and the distribution of facilities and services. The objective is to improve in a cost-effective way access to goods and services in rural areas, particularly for poor and disadvantaged communities. IRAP introduces a set of planning tools which are based on access needs of rural people and seeks to maximise the use of local resources. The process enables the planner to assess quickly what should be done and identify rural infrastructure investment priorities. IRAP is currently being applied in 15 countries, and depends on local characteristics. This publication attempts to described a generic IRAP process.
