THE DEPARTMENT OF ENERGY'S ELECTRIC AND HYBRID VEHICLE DEMONSTRATION PROJECT: AN INTRODUCTION
The Electric and Hybrid Vehicle (E & HV) Research, Development and Demonstration Act of 1976, was passed by Congress on September 17, 1976 (P.L. 94-413). The bill was amended February 25, 1978 (P.L. 95-238). The E & HV Demonstration Project is considered to be one of the largest transportation demonstrations ever sponsored by the Federal Government. The bill authorizes a Federal program of R, D&D to promote electric vehicle technologies and to demonstrate the commercial feasibility of electric vehicles. Sections call for research and development into energy storage, technology, and vehicle control systems and overall design for energy conservation; developing E & HV state-of-the-art data, contracting for the purchase or lease of electric or hybrid vehicles; provision for loan guarantees, the use of E & HV's by Federal agencies; and the encouragement and protection of small business. The amendment (P.L. 95-238) affected vehicle procurement, permitted principal as well as loan guaranty interest assistance and established an E & HV development fund to carry out the assistance program. In addition, the demonstration period was extended through FY 1986, with purchase or leasing continuing through FY 1984.
