PROCUREMENT OF OPERATIONS ROOM EQUIPMENT
The Hudson Valley TMC is currently under a fast track for design and construction. Software and Integration is being provided by Northrop Grumman Mission Systems as a service contract. The TMC is a totally new facility, being constructed from the ground up. Jacobs is providing Construction Management Services, placing the designs into biddable packages, supervising and managing the construction. NYS Office of General Services is performing the design in-house, with assistance from several consultants. The project is divided into approximately six construction contracts, one of them was to have been a "T" or technical contract, which would have had one contractor perform all the cabling, procure and connect all the equipment, and conduct some integration functions. The system designers (TRW) became aware that New York State had several contracts for High Tech hardware and communications. Using existing "off-the-shelf" procedures, the project is able to make considerable savings in equipment and cabling. This savings comes with an increased risk and need for extra coordination on the construction end. This paper details how this is working for New York State. It discusses the process, benefits and risks of these procedures; which already exist in several federal and state agencies as well as some larger municipal agencies.
