SMALL COMMUNITY AIR SERVICE DEVELOPMENT PILOT PROGRAM: SUCCESS STORIES

The U.S. Department of Transportation's Small Community Air Service Development Pilot Program has provided nearly $40 million in grants to 76 small airports since 2002 to enhance air service. This article examines the first two years of awards and highlights some success stories. Most of these projects involved subsidies or revenue guarantees, marketing efforts or research studies. The most common use was to transfer operating risk from carriers to the local community via direct subsidy, travel banks or revenue guarantees. The most successful grant applications were those that have clearly defined plans, realistic goals and that have leveraged local and private cash contributions.
