CAR OWNERSHIP PROGRAMS IN U.S.A.
This paper examines the different typologies of car ownership programs existing in the United States. These programs are designed to help low-income families purchase a car and therefore improve their access to jobs. Some states and counties have implemented programs that encourage access to car ownership by providing funding, car donations or loans for car purchase. These programs are in harmony with, and support states' welfare reform goals. The discussion in this paper suggests that a national-level policy for car ownership programs would streamline the process of car ownership and improve existing program inconsistencies.
