CUTTING THE GORDIAN KNOT ON HIGHWAY REAUTHORIZATION

This paper discusses the conflict that is holding up the reauthorization of the federal surface transportation program. The principle obstacle is a dispute over the size of the program and the amount, if any, of an increase in federal fuel taxes. The House of Representatives favors a program $125 billion (over 6 years) larger than the Bush Administration's proposal and encompasses a large fuel tax increase. This paper suggests that a significant expansion of tolling and public-private partnership options for states could lead to $50 billion in net new investment over 6 years, while indexing of fuel taxes could add another $15 billion. This compromise could increase highway investment without a large tax increase.
