DISTANCE LEARNING : SINCE 1 JANUARY 2001 HEAVY VEHICLES ON SWISS ROADS PAY A DISTANCE-RELATED FEE. MEASURABLE EFFECTS SHOW THAT THIS DEMAND MANAGEMENT TOOL WORKS

In January 2001 heavy vehicles traveling in Switzerland began paying fees based on the distance they traveled. This article evaluates the distance-based heavy vehicle fee (LSVA) and discusses the reasons for the program's success. Fees are based on the distance driven on Swiss roads, the gross laden weight of the vehicle combination and the vehicle's emission category. It applies not only to motorways, but all roads, which takes into account economic burdens for the public caused by vibrations, exhaust and noise. The article also describes the onboard equipment developed for the program, including the compulsory tachograph. The program was the first nationwide implementation of a kilometer-charging Electronic Fee Collection scheme.
