PROBLEMS OF TRANSPORT MANAGEMENT INSTITUTIONAL DEVELOPMENT IN THE DEVELOPING COUNTRIES CITIES

The absence of institutional entities and specialized transport civil engineers in the field of modern transport engineering with respect to immediate and short term transport management and long term strategic transport planning is addressed in this paper. This is one of the main causes of the persistence of transport and traffic problems in many cities of the developing world. The paper tries to analyze the reasons behind this institutional deficiency. A word on the evolution of relevant institutional and professional entities in the North and South is given. The experience of the developed countries is referred to via initial results of a questionnaire. The current relevant practice in the cities of the developing world is discussed. The consequences of the posed deficiency are explained. Then the paper tries to answer important questions. Why transport engineering practices fail in the developing countries context? How to set up a functional institutional entity in the field? How to sustain such entity? The paper ends with concluding recommendations supported by transferable lessons taking into account the realities of the local authority context in developing countries.
