ANALYSIS OF DELAYED BALANCED DEVELOPMENT IN NEW CITIES; TRANSPORT OR OTHER REASONS TO BLAME?

This paper describes how in the 1970s, Egypt started a pioneer policy of urban expansion in the desert to safeguard agriculture farmland from unplanned urban sprawl. About 20 new cities were planned and later built around major cities, many of which with an objective to have their own economic base in order to sustain the new dwellers and relief the burden on exiting cities. Now 25 years later, numerous private enterprise industries are already well functioning in many of the new cities and numerous housing units are built or under construction. However, the number of people who live and work there is less than expected and many of the workers commute to the nearest existing city. Such delay in balanced development has been a question of concern. Many views are debated about the reasons being related to lack of mass transport connection with the nearest exiting city or others related to housing policies and internal services. The paper gives a background on the current situation and evolution of development, population and housing policies in the new cities. Then views on the reasons of delayed balanced development together with the result of interviews with resident and specialist are analyzed. The paper ends with conclusions in answer to the posed question in its title.
