HIGHWAY CONSTRUCTION ZONE SAFETY--NOT YET ACHIEVED
The Highway Administration has expressed concern about construction zone safety for over 11 years, but this concern was not always reflected in the safety provisions made by State highway agencies. At all of the 26 construction sites GAO visited, unsafe conditions existed. GAO found that designs for worksite safety varied widely from State to State and project to project. Although the Highway Administration has taken some actions to improve driving environments, these actions do not fully address the problems GAO found. Accordingly, the Federal Highway Administration needs to develop additional program guidance, provide and promote more training, and strengthen the inspection procedures of its field offices.
