THE ROUTE SIGNING OF INTERNATIONAL TRAFFIC IN SOUTHEAST FINLAND

The traffic between Finland and Russia has increased rapidly in recent years and the traffic volumes are three times higher in the year 1998 as compared to the year 1994. The most important border crossing station for road trans-port is Vaalimaa, which is located along the Helsinki-St. Petersburg road connection (E18). Also, the traffic volumes passing through the Nuijamaa border station are significant. The border station at Imatra is open for limited user groups. Nowadays, a majority of the Russian drivers have been driving in Finland before; the share of first time drivers is about 10 %. The accident risk of the Russian drivers has been found to be significantly higher when compared to the Finnish drivers. This work has concentrated on fixed route signing and the development of it. Recommendations and guidelines for the development of international route signing from the operative viewpoint of traffic have been provided in the work. The main focus has been in the examination of the development needs of signing and legislation, guidelines as well as in providing suggestions for changing them. The existing problems and development needs were examined by inquiring the opinions and requests of the representatives of municipalities, industrial establishments, police and customs as well as the representatives of ports and transport companies. Part of the Russian drivers do not have foreign language skills and the text information provided in the guide signs is not comprehended.
