TRAFFIC SAFETY AT SIGNAL CONTROLLED JUNCTIONS ON HIGH SPEED ROADS IN FINLAND - PART 2

The primary goal of this study was to find out design factors effecting the crossing accidents during signal control operation. The secondary goal was to assess the differencies in traffic safety when using protected left-turn phase compared to permitted left-turn on minor road approaces. From the 110 junctions evaluated in the first part of the study in 1996, 21 junctions were selected for the before and after studies. These junctions represent different operational environments on the high speed public roads in Finland. Speed limit on the main road was 60 or 70 km/h. Accident data during the years 1987-1996 was collected from Finnra districts and municipal databases and from the police accident reports. The data included also the accidents on minor road approaches. Furthermore conflict measurements were conducted on 2 other junctions. A simulation model for one of the conflict measurement junctions was also produced to give supplementary information. All the results presented here refer to the time, when signal control was in operation. The average accident rate for the before period was 0,47 and after period 0,36 accidents per million vehicles. The difference was due to decreasing of property damage accidents and it was statistically significant. The accident rate for injury accidents was 0,11 both in before and after period.
