A VIDEO TAPE APPROACH TO MARINE SAFETY

Video tapes were selected as the communication medium for this program because people like to watch television, and they pay close attention and retain much of what they see, as a result. They learn without a sense of strain. Since it is impractical to hold safety drills involving actual equipment failures in the Merchant Marine, a video tape program depicting specific responses to simulated incidents, for showing on a television set, appeared to be the best alternative. Video tape cassettes used in the program were the standard three-quarter inch type and were shown on a standard television set by means of a video tape player. The total educational package was compact in size, and suitable for individual as well as group viewings. The specific objectives of the video tape program were to (1) make the action sequences appear realistic, (2) retain the viewer's attention by use of special video effects, (3) maintain a instructive posture subtly, to avoid the tapes seeming dogmatic and therefore repellent, (4) keep the information simple, but not infantile, and (5) structure the question-and-answer portion so as to be challenging but not esoteric. Overall, the primary goal was to instill knowledge and confidence in the viewer to equip him to react promptly and directly to an actual incident. The individual video tapes, scripted by Texaco and produced by Marine Video International Inc., a subsidiary of Bell and Howell Co., were divided into three parts. The first part established the engineering casualty and explained the necessary emergency actions required. The second part consisted of a review and discussion of the causes of the incident. Lastly, a question-and-answer portion tested the knowledge of the viewer on emergency procedures shown.
