DEVELOPMENT OF RATIONAL SEAKEEPING DESIGN CRITERIA FOR SHIPS AND OTHER FLOATING PLATFORMS

This paper presents a methodology for developing rational seakeeping criteria for ships and other ocean platforms making use of experimental data and analytical techniques which are currently available. The mechanics for treating the experimental data and the motions and structural loads predictions on a probabilistic basis are described. Futhermore due consideration is given to the expectancy of sea state occurrence in specific areas of the world and the typical duration of the platform missions in those areas. The use of long term exceedance plots of motions and loads instead of the traditional "significant parameter" approach is justified. To illustrate the methodology cases drawn from actual design practice are discussed. These include the treatment of ships equipped with roll stabilizers, the prediction of human tolerance to motions in a seaway and the prediction of long term motion amplitude distributions for the purpose of designing stationary floating ocean platforms.
