ROAD WORK SAFETY REQUIRES GOOD PLANNING

This article presents a special feature on road work safety as demonstrated during reconstruction of the most heavily traveled radial freeway in Texas, Houston's US 59 Southwest Freeway, which included replacing its four bridges. Early steps included high-intensity reflective sheeting for overhead signs, REACT 350 crash cushions, work-zone pavement markings at every phase of the project, dynamic message signs, low profile safety barriers for pedestrian walkways and traffic control plans. Training programs were adjusted for different settings as the project environment changed and as work shifted to daytime or nighttime operations. Another concern was keeping motorists from taking dangerous actions in response to frustration with work- related traffic delays, using a long-running public information campaign. The article also includes experiences of other state departments of transportation.
