WYOMING'S URBAN ACCIDENT POINT IDENTIFICATION SYSTEM
This study describes the development of an urban identification and surveillance system that complies with the Highway Safety Act of 1966, Standard 9 which required that all urban traffic accidents, occurring on or off the highway system be located accurately to within 100 feet. Several systems were developed and tested including linear, link/node, urban address system, township-range section, coordinate, and grid overlay. The grid overlay method based on the State Place-Rectangular Coordinate System was finally selected. The system was selected based on the following criteria: Codeable by the traffic accident records personnel; amenable to computer processing; and, possess the ability to have the urban traffic accident locations plotted thru the utilization of an automated computer system. The Point Identification System (PID) began in the fall of 1974. The system was found to be compatible with existing traffic accident records. The PID system employed a standard location reference technique that was compatible with current mapping techniques used by the highway department. The PID system was found to be adequately simplified for employees to understand the accident location coding. Finally, the cost for the fully automated system was reasonable for both the highway department and the urban communities participating in the system.
