AUTOMATIC TRAVEL TIME MEASUREMENT BASED ON LICENCE PLATE RECOGNITION

The goal of this study was to examine possibilities of automatic vehicle journey times measurement using automatic number plate recognition. The suitability of automatic measurement was evaluated by installing journey time monitoring pilot installation on Ring Road I in Helsinki. The automatic travel time measurement system is part of Finnra Uusimaa region automatic traffic measurement network. Studies on the principles of real-time journey time monitoring were carried out as well as studies on the suitability of such a system in the Finnish environment. The automatic journey time measurement system is usually based on recognising vehicles on two consecutive points on a road section. Apart from using licence plate recognition, the vehicle can be recognised via an on-board vehicle identification (tag) or by analysing vehicle shapes. The difference in the recognition times between the two sites is the journey time of the vehicle. Journey speed is the inverse of journey time multiplied by the link length. Ring Road I was chosen for the pilot study due to its traffic characteristics. During the rush hours especially the western parts of the Ring Road I are severely congested and journey times were expected to be increasing significantly.
