ELECTRIC VEHICLE SYSTEMS FLY 1978

The electric vehicle provides an option to assist in decreasing petroleum dominance, especially in dense urban area, as the energy source for conventional automobiles and light duty trucks. Substantial improvement in air quality may also result in these areas if electric vehicles are deployed in large numbers and the emissions from central generating facilities are adequately controlled. The environmental issues addressed in this Environmental Development Plan (EDP) considers only the electric vehilce production, operation, and disposal subsystems. The electric vehicle program plans are structured around the requirements established in the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976. All environmental issues identified in this EDP do not result in the same degree of impact nor do they require the same research for resolution. Therefore, different considerations were made in determining the various priorites. The primary objective is to establish environmental issues and develop a plan for resolving these issues before a technology is commercialized. Since the electric vehicle demonstrations will place new technology in the hands of the public, health and safety effects were considered to be priority issues because of the potential impacts. The strategy for resolving the environmental issues consist of first identifying the environmental research requirements and time schedules for resolving environmental issues, then develop a strategy for meeting each environmental requirement. These strategies include the management responsibility and lead organization, cooperation with other groups, designated outputs, and inputs into program decision making.
