NATIONAL ASSOCIATION OF COUNTY ENGINEERS ACTION GUIDE SERIES, VOLUME IV: COMPREHENSIVE COUNTY PLANNING

The need is emphasized for all-inclusive planning involving goal formulation, inventoring and forecasting, choosing the best plan of action, evaluation, feedback and implementation. A case report is presented as a emans of illustrating the problems involved and the pitfalls that may be encountered in county planning. Enabling legislation for planning, the responsibilities of the planning commission, the county planning actions, the establishment of a trained planning staff, and the use of consultants, are discussed. Comments are made on interjurisdicational coordination, public acceptance and financial and technical assistance. Plan preparation aspects covered include: inventory and analysis, forecasting, standards, land use studies, community facilities and utilities studies and drainage. Financial plans, capital improvements programs and public regulation are also discussed.
