AN URBAN-REGIONAL MODEL FOR POLICY TESTING IN CHILE
In an effort to provide a sufficiently comprehensive simulation tool for operational planning which was simple to use and manipulate, and which had a large number of variables at a high level of aggregation, a model was developed which attempts an integration between planning at the inter-urban scale and urban development and transportation planning at the intra-urban scale. The regional model acts as a framework for the urban level. This is a static model that requires information on the spatial distribution of basic employment and the total population. The regional model attempts to predict the changes in the basic sector by the analysis of changes in the demand for goods and services which follow changes in investment in all the regions of the country. The model also predicts the population changes within the regions and the migration which follows the changes in employment levels. This paper gives an explanation of the urban-regional model which was developed for evaluation of policies in Santiago, Chile. The theoretical aspect aspect of the regional part is detailed, and the results of its implementation in Chile are described.
