MODELS AND POLICY MAKING
Steps are set forth which must be taken before a decision is made to use a model, and a method of classifying decisions is described. In policy making, the analyst must set out the decisions that are to be made and pay attention to the decisions on values and the resolution of conflicts between participants. An attempt must be made to assess the criteria of proof used by the relevant decision makers. The concepts implied by the decisions to be made, particularly those relating to values and the resolution of conflicts must be examined. The model technicians must then be approached and formulations searched. The output of the models must now be formulated and it must be shown how this relates to the construction of information and advice of the decision makers in conformity with their criterion of proof. The work must be performed preferably in half the time that the technical practitioners wish to use, and all participants must be alerted in good time to permit the information to flow through the channels. Comments are made regarding different types of decisions, and their implications for the way models should be selected and used.
