PLANPREP--A PLAN PREPARATION PROGRAM SUITE

A suite of programs, called PLANPREP, is described which enables the evaluation of the consequences of different sets of initial assumptions. These assumptions and concomitant definitions depend on the expertise of local authority planners and the peculiarities of the area concerned. By examining the solutions for each set of assumptions, planners can determine the sensitivity of a strategy with respect to, for example, a certain preference weighting, performing score or development schedule. All PLANPREP programs require performance measures initially at a zonal level and later aggregated over the whole area. The programs in the suite (described here) include the following: POTENT - estimates development potential; PREPHAS - generates and phases alternative strategies; LUEP or HAAM - refines the strategies (LUEP simulates an actual urban community; and HAAM a subregional/county community); INTEST - determines plan interchangeability; and PERP - evaluates plan performance and testing for robustness.
