PUBLISHED STRUCTURE PLANS AND URBAN ANALYSIS: A CRITIQUE AND A FRAMEWORK

The early stages are described of a 2-year project, the aim of which was to establish the requirement for analysis at various stages of plan preparation, as defined within the statutory obligation of the local authorities to produce structure plans. This paper summarizes some key aspects and criticisms of published plans and briefly outlines the conceptual approach used in this project. Comments are made regarding the aims and objectives of the plans, the analysis and assembling of information, the generation of alternative strategies, the evaluation of alternatives and the selection of preferred strategy. It is pointed out how aims and objectives may conflict or be so closely related that they have little meaning. It is noted that too little attention is paid to exploring the existing situation or to looking at the system as a whole, and few plans identify local differences. The 2 main approaches to generating alternatives are: the conceptual approach which explores the different patterns of spatial development; and the mechanical technique of development potential. The details are given of the activity - commodity approach to structure planning.
