THE NSW SAFER ROUTES TO SCHOOL PROGRAM: A COMMUNITY BEHAVIOURAL APPROACH TO A TRADITIONAL ENGINEERING INTERVENTION

The Safer Routes to School Program is a community-based program focusing on improving the safety of young children travelling to and from primary schools. The program varies from other Safe Routes to School programs in Australia and overseas as it is based on a behavioural change model rather than engineering or road environment interventions. The program in its first year has surveyed more than 100,000 families to determine primary school students' travel patterns as well as the concerns of parents in regard to the safety of children travelling to and from school. An annual action plan is developed, focusing on concerns or problem areas highlighted by the surveys and on-site investigation. The actions in the plan must fall under the strategies of education, encouragement and enforcement. More than 400 action plans and 73,000 school travel maps were released by the end of the first term in the 1999 school year. The establishment of a well-resourced behavioural program in the 1998 school year has enabled the Roads and Traffic Authority to work directly with school safety committees in the development of localised road injury prevention strategies for almost 110,000 primary school students.
