THE VIOLATED PEDESTRIAN
The author states that the pedestrian - once to a large degree a free and independent individual - has become an anonymous part of regulated traffic due to a constant and insidious process. Unnatural behaviour is being imposed upon him. He is obliged to make apparently senseless detours, is sent underground, and is segregated from his neighbourhood. More than other people he cannot avoid inhaling polluted air and dust. New values, respective legal principles and norms must be given priority to aid the pedestrian. Pedestrian zones and interconnections must have the highest possible priority. /TRRL/
