LE PROBLEME NUMERO 1 EN SECURITE ROUTIERE: LE SENS DE RESPONSABILITES
Emphasis is placed on the need for more efficient penalties. Instead of imposing severe penalties, the author is of the opinion that the penalty should be better adapted to the prevention of accidents. Because only risk taking resulting in an accident is penalized, road users seem to forget that risk taking itself is a punishable offence and that they are responsible for it. Road user education should emphasize the responsibility of each category of road user. /TRRL/
