NEED FOR BASIC RESEARCH INTO ROAD SAFETY
NECESSITE D'UNE RECHERCHE FOUNDAMENTALE EN MATIERE DE SECURITE ROUTIERE
The author puts forward the opinion that the most important parameter in road safety research is the human factor, e.g., driver behaviour and human reaction. Mention is made of other factors such as technical control, speed limit, driving licence and driving test. Severe criticism is levelled against penalties imposed without discrimination: the example is given of the same penalty imposed in the case of overtaking on a hill and of exceeding limited parking time. It is suggested that all regulations and penalties should be revised. /TRRL/
