A study is being conducted by the Justice Department of the premises that justify the pattern of regulation and restricted competition along maritime trade routes. Several issues of fact in shipping make it difficult to say that unregulated competition is beneficial. Included among these issues are the impact of high fixed cost and unused capacity in a competitive situation.
