36 IDEAS AIMED AT REBUILDING U.S. BULK CARGO FLEET SURVIVE TBS ANALYSIS OF HYANNIS MEETING
A reduction in nonessential red tape is seen as a primary requirement in helping build American fleet for carriage of bulk cargos. The National Assessment and Planning Conference on U.S. Flag Bulk Shipping identified four problem areas of special significance in the decline of America's bulk capacity: economics, operations, policy and international issues, and marketing efforts by the Maritime Administration and the steamship industry. Thirty six recommendations were made by the conferees and are summarized in this article. The main thrust of the recommendations was pointed at those provisions of the 1970 Merchant Marine Act that limit the amount of construction and operating subsidies, as well as those sections that bind the subsidized operator to financial and operating convenents.
