THE CHANGING ROLE OF PUBLIC WORKS MANAGEMENT: EQUIPMENT SERVICES
Changes in the field of equipment services designed to improve productivity are noted, and attention is called to a manual (summarizing all the current equipment management methods and programs) put out by the APWA Institute for Equipment Services. Some of the innovative practices include the conversion of maintenance operations to full developed equipment management programs with the implementation of vehicle control systems. Equipment replacement standards and work measurement programs which emphasize methods improvement are noted. The importance of trained personnel is emphasized. A program of manning by vehicle equivalents implemented in Pheonix is outlined. Also in Pheonix, sophisticated test equipment was used while the vehicle was on a dynamometer to analyze the quality of work performed as well as certify emission levels.
