PERFORMANCE SPECIFICATIONS FOR STREET CLEANING EQUIPMENT: A PROGRESS REPORT OF AN IMPORTANT APWA RESEARCH FOUNDATION PROJECT

Research projects to develop performance specifications for the purchase of equipment involved the following tasks: systems analysis of streetcleaning activities with emphasis on water quality aspects; processing and analysis of the APWA 1973 and 1975 surveys of street cleaning practice; provide life cycle cost data and analysis on 70 municipal fleets; and a comprehensive literature search. The total street cleaning system is divided into 2 basic subsystems (equipment mobility, and material removal), and the specification development procedure is divided into 5 levels. Level 1 is the total system level. Level 2 defines the functions of equipment mobility and material removal. In levels 3 and 4, the functions at Level 2 are divided into sub levels that are more fundamental. At Level 5, equipment functions are related to the equipment design. The components at each of these levels are discussed, as well as the hierarchy of performance attributes and the relationship between performance and design equipment specifications.
