OPPORTUNITIES FOR PAVEMENT MANAGEMENT IN SOUTH AFRICA AS A CONSEQUENCE OF INSTITUTIONAL REFORM IN ROAD MANAGEMENT
South Africa's road network, which is an amalgam of both a well developed and an undeveloped system, is responsible for the conveyance of by far the major part of passenger and freight traffic in the country. Unfortunately decades of financial neglect as well as insufficient personnel resources available to road authorities have led to a parlous situation where the network is in danger of breaking down, leading to vastly increased road user costs. The recent constitutional rearrangements in South Africa, together with a restructuring of arrangements for transport in South Africa towards a commercial and corporatization approach, provide the opportunity for a coordinated pavement management approach to assist in rectifying this situation.
