VALUATION AND CONDEMNATION OF SPECIAL PURPOSE PROPERTIES
This report presents evidentiary rules and valuation principles more or less applicable to all special purpose properties, and classifies type of property according to the types of special purpose property and discusses the valuation principles and rules of evidence applied in the cases concerned with each type. Observations are made on the measure of compensation as related to cases where market value has been accepted, market value has not been applied, and cases involving partial taking. The rules of evidence related to special purpose properties are discussed with reference to the market data approach, the cost approach, substitution (substitute facility doctrine) and the income approach. Two methods of appraising vacant cemetery land are considered, and preference is given to the income approach. Measures of compensation related to churches, parks (public and private), schools, and other properties are discussed. General conclusions based on the cases considered are presented, and factors that might assist in solving special purpose problems are stated.
