REGIONAL AND EXTRA-REGIONAL HIGHWAY TRAFFIC IN ATLANTIC CANADA: A REVIEW AND PRELIMINARY MODEL
There is a need for a regional and extra-regional model to estimate highway traffic movement between provinces within Atlantic Canada, to and from the central Canadian provinces of Quebec and Ontario, and to and from each of the New England states. Such a model would help to evaluate various pertinent and key policy, planning and operating issues facing transportation engineers and planners today including energy shortages, environmental concerns, sustainable transportation, capacity and level of service, and safety. This paper describes a preliminary aggregate based modelling exercise to determine the feasibility of developing a regional highway transportation model based upon border traffic counts in conjunction with basic demographic characteristics associated with each of the relevant provinces and states, and using travel time as the measure of impedence.
