A STRATEGIC APPROACH TO INTEGRATED TRANSPORTATION INVESTMENT
The Transportation Equity Act for the 21st Century and the legislation that preceded it have addressed the interdependencies of various transportation modes and the underlying land use and infrastructure. This article identifies elements of a strategic approach to integrated transportation investment. The strategic approach clarifies the investment focus to address the underlying demand for transport as an extension of land use and regional economic activity. Physical design parameters and operating performance characteristics of the respective transport modes are significant, as they influence the strategy's effectiveness.
