AN EMERGING NATIONAL POLICY ON RIGHT-TURN-ON-RED
A Study on the Right-Turn-On-Red (RTOR) issue funded by the Federal Highway Administration recommends that a nationwide generally permissive RTOR policy be adopted, i.e., that RTOR be allowed except where signs prohibit the movement. This recommendation is based on a consideration of safety, fuel consumption, vehicle emissions, motorist time, driver and pedestrian attitudes, legal aspects, law enforcement and signing aspects. /Author/
