RESEARCH AGENDA TO SUPPORT TRANSITIONS IN TRANSPORTATION ENERGY
In this paper, the authors, who are also the editors of this book, present a research agenda to support transitions in transportation energy. The paper draws upon efforts by many individuals participating in a number of activities. Three sources are particularly important: the papers contained within this book; a paper authored by Martin Lee-Gosselin and Daniel Sperling, titled "Research Area 4: Emerging Technologies," in the Transportation Research Board (TRB) Special Report 268: "Surface Transportation Environmental Research: A Long-Term Strategy" (TRB, 2002); and TRB Conference Proceedings 28: "Environmental Research Needs in Transportation: Report of a Conference" (TRB, 2002). This concluding paper is a synthesis and interpretation of many people's work, organized into five broad sets of research topics: 1) pathways to fuel and propulsion technologies; 2) user behavior, consumer choice, and demand; 3) behavior of private and public providers of vehicles, fuels, and infrastructure; 4) policy instruments related to evolving technologies; and 5) institutional arrangements for public sector involvement in research and development. Although the authors have drawn on a wide range of sources in developing this paper, the commentary and suggestions that it contains are those of the authors.
