INTERNATIONAL TRUCK MOVEMENTS IN THE NIAGARA-LAKE ERIE AREA

Traffic congestion on the highway system and the restrictions and taxes imposed by state and provincial regulations have been cited by motor carriers as factors affecting the cost of international truck movements. In addition, shippers have been complaining that the international truck rates are too high. Consequently, it was decided to analyze international truck movements and this report represents an attempt to: (a) Examine the truck commodity flow of traffic between Ontario and the U.S., along the Niagara Frontier and identify the origin and destination and volumes of commodity movements; (b) Appraise the policies and practices of various governments as they affect the cost of service of international truck movements; (c) Analyze the other parameters in which the international carriers operate; (d) Identify problems; and (e) Indicate policy direction suggested by problems discovered.
